    POSITION GENERAL FUNCTION:  Reporting to the Housing Director, this position assists with low income housing tax credit compliance, property management and office administrative duties. Service Center desk coverage hours will be established by the Housing Director.

    Responsibilities

    ESSENTIAL FUNCTIONS:

     

    1) PROPERTY MANAGEMENT

    • Assists with application and leasing procedures.
    • Assists with rent collection process, including tenant communications, tenant non-compliance, and court proceedings.
    • Perform apartment inspections as required and prepare documentation to meet requirements.
    • Maintain tenant relations and ensure tenants understand their responsibilities for the community. Assist with tenant issues, concerns and complaints per lease provisions.
    • Manage waitlist process.
    • Manage prospective tenant communications.

     

     

    2) TAX CREDIT COMPLIANCE

    • Assists with Section 42 tax credit application, certification, and recertification,
    • Assists with Section 42 audit preparation and response and tax credit award viability.
    • Maintain documents and prepare information, reports, and tenant files as required for tax credit compliance.
    • Attend trainings and education sessions as required to maintain current knowledge of housing and tax credit rule, regulations and practices.

     

     

    3) SERVICE CENTER

    • Works with the Service Center Coordinator to ensure the efficiency of the Service Center Desk. In addition, will be responsible for desk coverage at least one day per week.

     

     

    4) COMMUNITY RELATIONS/OTHER

    • Serve as a YMCA representative, both within the organization and outside the organization.
    • Assist in organization’s financial development efforts, including the annual fund raising campaign.
    • Demonstrate and support the objectives of the organization as embodied in the mission statement and values.

     

     

    JOB REQUIREMENTS:

    • Ability to demonstrate understanding of IFA and Section 42 housing codes and regulations; ability to utilize this understanding to develop procedures and processes to ensure compliance
    • Ability to work with great attention to detail; ability to work effectively under pressure
    • Demonstrate capacity for managing and leading people
    • Excellent oral and written communication skills, interpersonal and coaching skills, and organizational skills

    Qualifications

    EDUCATION AND EXPERIENCE REQUIREMENTS:

    • High School Diploma required
    • Previous apartment experience or related business experience required
    • Experience in tax credit compliance preferred
    • At least one year of previous experience working in a non-profit organization
    • Demonstrated computer skills in a Microsoft Windows environment
    • American Red Cross CPR-PR/AED/First Aid Certifications or equivalent certifications approved by the YMCA (Offered in the YMCA Training Program upon hire)
    • American Red Cross Blood Borne Pathogens Training or equivalent training approved by the YMCA (Offered in the YMCA Training Program upon hire)
    • Y Leaders Orientation Session (Offered in the YMCA Training Program upon hire)
    • Y Emergency Procedures Training (Offered in the YMCA Training Program upon hire)\
